   (b)落实政府采购政策需满足的资格要求:本采购项目执行政府采购有关鼓励支持节能产品、环境标志产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies that encourage and support energy-saving products, environmental labeling products, and support small and medium-sized enterprises, welfare units for people with disabilities, etc.
   (c)本项目的特定资格要求:3、须系我国境内依法设立的法人或非法人组织(本项目不接受分公司以自己名义参加采购活动);
4、本项目非专门面向中小企业采购 ;
5、本次采购不接受联合体响应,不允许合同转让与分包。
(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. This project is not specifically aimed at procurement for small and medium-sized enterprises; 5. This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
